Algeria has officially implemented the Hague Apostille Convention, introducing a simplified procedure for authenticating public documents intended for use internationally.
Algeria deposited its instrument of accession to the 1961 Hague Convention Abolishing the Requirement of Legalisation for Foreign Public Documents on 5 November 2025. The Convention subsequently entered into force for Algeria on 9 July 2026.
Under the new system, eligible public documents may be authenticated by means of a single Apostille certificate instead of undergoing the traditional multi-stage consular legalisation process.
The Apostille confirms the authenticity of the signature, the capacity in which the signatory acted and, where applicable, the identity of the seal or stamp appearing on the document.
Practical Impact
The implementation of the Apostille system is expected to:
- simplify the authentication of eligible public documents;
- reduce reliance on diplomatic and consular legalisation;
- shorten document-processing times;
- lower the administrative costs associated with cross-border transactions; and
- facilitate the use of official documents between Algeria and other countries where the Convention applies.
The Algerian authorities have introduced Apostille services for certain categories of documents issued by designated government sectors, including the ministries responsible for interior affairs, justice, higher education, national education and vocational training.
Businesses and intellectual property owners should nevertheless verify the documentary requirements applicable to each filing. During the implementation period, individual authorities or administrative departments may issue specific procedural guidance concerning notarisation, translation, Apostille certification or other formalities.
This is particularly relevant to documents submitted in connection with trademark, patent and design matters before the Algerian National Institute of Industrial Property, as authority-specific requirements may continue to apply.
The implementation of the Apostille Convention represents an important step toward simplifying international document authentication and improving the efficiency of legal and commercial procedures involving Algeria.
